My opinion: instead of putting the Schedule of Happy Hour on ingame Notification, how about put the duration or if its activated?

You have players around the world, it will remove the confusion for other players ?

your failure of proper announcement is surpressing your efforts ?
Your raising our expectation but your failing on explanation.
it leads to disapointment of players

Happy hour will last 6 hours. We have fixed a bug in the event, as it was lasting 3 hours and not 6.

The ad is fine. The problem was in the durability of the event
