Slayer Bat Flock Debuff /Swarm

Hello Sie Reyco,

i would like to ask and clarify about the Slayer Skill Bat Flock. Would the skill always leave some of its Bat/Swarm to the monster every time Bat Flock skill was casted or it is only a chance that the debuff will happen?

In my observation the probability of the Debuff Bat Flock success rate is very low because i casted Bat Flock ten times and i don’t get the Debuff/Swarm on to the Monster.
